While “backsliding democracy” has been part of European topicality and academic debate for more than a decade, few works have approached it from the perspective of political philosophy and the question of the corruption of the democratic regime in the context of a federation. The Tocquevillian idea of the “tyranny of the majority” makes such a contribution possible both from the political and institutional point of view and from the societal and historical point of view. In fact, if the EU wants to play the game of democracy, it must necessarily confront the pitfalls of such a regime.
