The article looks back at the emergence from below of a group of professionals in Europe. In the 1960s, in Germany, France and Belgium, a group of lawyers became involved in European policies. This intrusion, replaced in the historical contexts of the three poles of emergence, is analysed with regard to their professional position at the national level and their early inclusion in a transnational space. Euro-lawyers, through their multifaceted engagement, appear as missionaries of European rules, and active players in their legitimisation and development.
