Expertise as a symbolic reward. How Turkish bureaucrats integrate “European migration governance”

This article seeks to understand why the Turkish government introduced an asylum law which makes it a reference country for the reception of refugees, allowing European Union member states to pursue their migration externalization policy without opening up to Turkey new prospects of accession. To respond to this question, we examine the place of symbolic rewards given to Turkish bureaucrats and we will see how the assimilation of “scientific” language and the mastery of the tools of “migration governance” enabled the participation of these actors into an international community of experts.
